If you are struggling to control the pace of your drops one thing you can do is to shorten your swing slightly. So think of your drop as half a swing. Half a back swing, hitting the ball out in front and half a follow through.

The great advantage of playing your drop with half a swing is because the racket head does not have to travel a great distance it can move slowly to the ball and this slow speed of the racket head will be transferred to the ball. the control of the pace of the ball is that much easier.

When you have a much bigger swing you have to bring your racket through quickly and to slow the racket down and still control the pace is very difficult.

With your racket in the half swing position you can still play a reasonable drive from there.
