For some people this throwing action is not very natural. One thing you can use to help promote this throwing action is to over exaggerate the start of the swing. Take the racket further over so that the elbow starts flying up a bit and the racket face starts pointing down towards the floor, rather than the front wall.
I wouldn't encourage everyone to swing from this position but from there it is really going to help get that whip through the back of the swing. You have to take the racket back which helps promote the elbow coming through first which is the thing that players struggle with!
So if you are struggling with your throwing action on your forehand start your swing with your racket further over which will help you get the throwing action in. As you get used to throwing the racket you could maybe shorten the swing to what is seen as normal.
